Rooted Care Institute was founded by someone who knows that healing is possible and that no one should have to walk the path alone.
His Story
​Carlos D. Howard, MHA, HIVPCP, is the Founder and Executive Director of Rooted Care Institute, a healthcare administrator, health equity advocate, and long-term HIV survivor whose personal journey has shaped his commitment to prevention, stigma reduction, and culturally responsive care. He earned both his bachelor’s and master’s degrees in Healthcare Administration from the University of Arizona. He is currently pursuing a Doctor of Health Science at Purdue University Global.
With experience in ambulatory healthcare operations, managed care, patient access, workforce leadership, financial performance, and healthcare compliance, Howard brings both professional expertise and lived experience to his leadership. Guided by a servant-leadership philosophy, he founded Rooted Care Institute to help bridge gaps between communities and trusted healthcare resources through education, navigation, partnerships, and support rooted in dignity, compassion, and equity.
